When the gods that rule the universe fall asleep, turmoil occurs on Earth. Finis Hominis, having returned to the mental hospital, again feels the need to leave the hospital and influence society.

There is a side-plot about the mental hospital's imminent closure when funding from an anonymous benefactor ceases.
